Abstract / Introduction
With the increase range of automobiles on a dual carriageway, it becomes very difficult to control and supervise the visitors on a motorway in clever towns. About 85% of lives lost and 90% of disabilities are because of site visitors injuries. The majority are due to violation of site visitors rules, as it’s miles tough to reveal and implement site visitors policies on such high traffic in actual time. These problems can be addressed by way of growing an application for higher supervision and enforcement of visitors regulations.

The machine detects the presence of motorbike rider’s helmet from real time streaming records thru CCTV digicam, which will help out the law enforcement groups to come across bike riders with out carrying helmet. It will permit the visitors police to monitor and take vital steps in case of violation.

Functional Requirements:
The functional necessities for the undertaking are indexed under: –
1. Capturing of real time steaming movies. You can use any video digital camera (CCTV or even computer built in camera).
2. Storing videos from actual time streams within the database.
3. Pre-processing of stored motion pictures.

4. Bike rider’s detection from video(s).
Five. Detection of biker riders without helmet.

Tools:
Any version of Microsoft Visual Studio with C#.NET and Microsoft SQL SERVER for database. Any third
Party API / library well suited with .Internet can be used.

Note: Virtual University of Pakistan will now not provide any form of hardware for this mission; student has to set up the required hardware by using himself/herself.
